We deeply apologize to the people of Fukushima and broader society for the tremendous inconvenience and anxiety caused by the accident at Fukushima Daiichi Nuclear Power Station. We have announced our "Management Policy towards Restoration" and "Intensive Reform Implementation Action Plan" developed for FY 2013 and 2014. In the Management Policy towards Restoration, "fulfilling all of our responsibilities for the accident" and "restoration of Fukushima (necessary for our reform and restoration)" are set as the top priority. The Intensive Reform Implementation Action Plan is comprised of 9 sections of 4 themes including the total of 71 action plans. |

After Studying the video for Way too long, noticed a plane or fast moving vehicle in background after the camera shakes - possibly a Ocean Going Vessel.
Video is 20X 1 Hour Time Lapse.
Cannot Confirm that camera shake is from Quake/Difficult to match actual Time Matrix.
This is all we have at this time.
