Reuters: Crisis deepening at Fukushima nuclear plant; Upgraded to ‘Level 3 Serious Incident’ — Represents a 100-fold increase in “severity of a radiological release” — Tepco says highly radioactive leakage continues, but unknown where from

Reuters, Aug 21, 2013: Japan to issue gravest Fukushima nuclear warning in two years-agency [...] Japan will dramatically raise its warning about the severity of a toxic water leak at the
Fukushima nuclear plant, its nuclear watchdog said on Wednesday, its most serious action since the plant was destroyed [...] The deepening crisis at the Fukushima plant will be upgraded from a level 1 “anomaly” to a level three “serious incident”‘ [...] That will mark the first time Japan has issued a warning on the International Nuclear Event Scale (INES) since three reactor meltdowns [...] The leak [...] has not been plugged [...] Each one-step INES increase represents a tenfold increase in severity [...]
The Guardian, Aug 21, 2013: Japan is to issue its gravest warning about the state of the wrecked Fukushima Daiichi nuclear power plant since the facility suffered a triple meltdown [...] The Nuclear Regulation Authority has now said it will dramatically raise the incident’s severity level from one to three on the eight-point scale used by the International Atomic Energy Agency (IAEA) for radiation releases. Each single-digit increase in the scale actually represents a tenfold increase in the severity of a radiological release, according to the IAEA. [...] Tepco has admitted it has yet to identify the cause of the leak [...] The leak from the tank, which can hold up to 1,000 tonnes of water, has yet to be stemmed, according to Japanese media reports.
AP, Aug 21, 2013: Tokyo Electric Power Co. hasn’t figured out how or where the water leaked, but suspects it did so through a seam on the tank or a valve connected to a gutter around the tank.
AFP, Aug 21, 2013: TEPCO said the leak was believed to be continuing on Wednesday and it had not yet pinpointed the source of it [...]

STORY HIGHLIGHTS
  • Japan poised to issue warning on Fukushima nuclear plant
  • Toxic water leaks to be classified a level 3 serious incident
  • Warning at highest level since 2011 earthquake and tsunami triggered meltdown
  • The leak had previously been assigned a level 1 "anomaly rating"
Tokyo (CNN) -- Japan is poised to declare a toxic water leak at the Fukushima nuclear plant a level 3 "serious incident," its gravest warning since the aftermath of the massive 2011 earthquake and tsunami that sent three reactors into meltdown.

The country's Nuclear Regulation Authority (NRA) said the leak was expected to be classified as a level 3 incident on the International Nuclear and Radiological Event Scale pending confirmation from the Vienna-based International Atomic Energy Agency.

"The current situation is at the point where more surveillance won't be enough to keep the accidents from happening," said Shunichi Tananka, chairman of the NRA at a press conference Wednesday.

"Our job is now to lower the risk of these accidents from becoming fatal."

The leak had previously been assigned a level 1 "anomaly rating" on the scale, which ranges from zero, for no safety threat, to seven -- a major accident like the meltdowns that were seen at the plant in the wake of the devastation caused by the earthquake and tsunami.

Tokyo Electric Power Company (TEPCO), which is in charge of the plant, has struggled to manage the vast quantities of contaminated water at the plant since the tsunami, which swamped the facility.

To combat the latest leakage of 300 tons of toxic water, a TEPCO spokesman said the company may finish removing radioactive water from a leaky tank to another tank at the plant by the end of Wednesday.

Scientists have pointed to high radiation levels in the waters off the plant for more than a year as evidence of an ongoing leak.

In July, TEPCO admitted that radioactive groundwater was leaking into the Pacific Ocean from the plant despite building an underground barrier to seal the water, underscoring a growing sense of crisis at the site.

The NRA said in a statement on its website that the plant "remains in an unstable condition with various risks to be addressed and in particular managing the issue of contaminated water as a high priority."

Michael Friedlander, a nuclear engineer and former U.S. power plant operator, said the level 3 classification was warranted for the type of situation faced by TEPCO but he said the risk to the general public outside of the plant boundary was very low.

"This is extremely radioactive water and it would pose a very significant risk to the workers who are going to be in a position to clean it up," he told CNN.

"It's a very difficult situation because we don't know exactly known where the leak is coming from."
